PCC from USA while living outside

Hi,
I need to know the detailed procedure for getting PCC from USA if you are living outside USA now.

The procedure mentioned in the CIC website states that get the fingerprints done by local police and send it to FBI. Also what about the PCC from individual states?

I am in Riyadh, KSA. If anyone has previous experience for gettong PCC from USA, please guide me. Any expriences from other ME countries like UAE will also be helpful

Procedure to get the FBI clearance is common across US. For individual states, please see their instructions and proceed accordingly. On the whole, if you had stayed in some place for more than 6 months, you need to give a police clearance certificate for that state.
