Is it okay or allowable to get PCC from home district even if the person is living in US? The reason being it may be faster and my family can apply and get the PCC from district SP office. Is it okay or ppl living outside India need to get from the consular of the country they are residing at the moment.

Yes both acceptable.There is no requirement that if u r abroad u need pcc from indian consulate/mission. only  ..however the pcc form india may be time specific for example from birth to dd/mm/yy when u left for us... which is reasonable and ok.
