initial application always need to send to cio and not to visa office directly. your consultant has made a mistake. confirm with your consultant where he sent your initial application

when initial application goes to cio they issue you aor. only then you send full documents to visa office

i think either your consultant has no knowledge or he is defruading you

how much you paid him
