paying fees

Hello everyone,

i hope i can find some help here.
I am applying for a Multiple entry temporary residence visa. I am currently in canada with one and it is expiring soon. I am sending my new application to the Washington office to have it issued but i do not know how to pay the fees.

who do i put on the money order or bank draft? the websites keep directing me back to my home country which is the phillippines but i am not sending it to the philippines i am sending it to washington.

so confusing.

please help.
