What happens if my husband needs to travel out of the country while the immigration office has his passport? Is he restricted from travel during those weeks? Do they issue something temporarily?

  Once they send the letter requesting his passport is there any kind of time restriction on when he needs to send it to them?

He needs the passport to travel so he doesn't travel.  Usually 60 days.
