Passport Specifications (Children Passport)

Friends;
Does anyone forward a question to London office if it is acceptable to submit accompanying children included in any of the parent's passport? I did see two copies of PPR letter. One allows and another (like the one I received) requires that accompanying children should each have their own passport. As all of you aware, doing this separation will require updating this new information (passport numbers, passport copies, residency, etc,) at different governmental organizations. Did anyone make such enquiry to London office recently?  Appreciate all responses.
