Hi,
  I mailed my passport to buffalo for visa stamping. How many days does it take to get back . It already passed one month

I will appreciate If any rough idea , how many days does it take. Is it ok to email buffalo consulate about my passport. thanks

Do you have tracking number? does it ever reach Buffalo at all?

If yes to above, then go ahead emailing Buffalo on this matter. They will usually provide you with a tracking number of when it was sent or if still in processing.

To be honest, I have lost my passport once (not for PR visa stamping but for FW visa extension) and to this day I'm still horrified.

First check your ECAS. "Decision Made" means passport has been dispatched from Immigration Section to Mail room and therefore Immigration has done their part. Check tracking # on Canada Post website on Wed or Fri.

If still "In process", ask Buffalo to confirm the receipt and provide status update.

Worst case scenario, check the tracking # you sent out your passport to see if it ever reached Buffalo or Fort Erie.

Those are the 3 possible situations that you case must fall into one.
