According to http://www.atinitonews.com/phpnews1/news.php?action=fullnews&showcomments=1&id=1551 it's more like an interview than an actual test.  There are also some ppl talking about it at http://bbayani.proboards56.com/index.cgi?action=display&board=cua&thread=3665&page=1#50191

THE PASSING SCORE IS 2.5 FOR ENGLISH AND 2.5 FOR KNOWLEDGE, BUT IT MAY NOT BE A SAFE SCORE TO EVENTUALLY GET A VISA. A SCORE LOWER THAN 2.5 IS A FAILING SCORE, AND YOU NEED TO PASS BOTH ENGLISH AND KNOWLDGE FOR A MEDICAL REFERRAL TO BE GIVEN TO THE APPLICANT
