Permanent resident is written on the COPR - Confirmation of permanent residence. On passport is written - IMMIGRANT.

...CIC will never say that they have separate buckets because that would be unfair and people will cry foul.
Generally speaking, the files are processed based on when they are received. However, this is not realistically possible in all cases. A few cases fall behind for several reasons (applicant working for police/armed forces, applicant lived in different countries for long duration etc, some applications even fall through the cracks for no reason). On the other hand, some cases sail through faster than others (single applicant, no travel/medical history etc). Finally the number of applicants in a given visa office also determines how long one has to wait.

My understanding is that the 165K backlog consists of: 1. 20K (people who received AOR from LVO before Nov 2011) 2. <unknown figure> (people who have been approved as sponsors after Nov 2011 transition) 3. <unknown figure> (people who applied before the Nov 2011 cut-off date)
It is important to know which bucket our application falls into. Now, if you take into account the number of visas allocated for 2012 (25K), then everyone from the first bucket would have their visas on hand, whereas only a few people from the 2nd bucket would get their visas this year The rest would get carried over to the next and we don't know what the quota would be for 2013 (might be same or less, but unlikely to go up).
We should look at the inventory data instead of guessing. Please see the following link with inventory status and quota for each visa office: http://sponsorourparents.org/index.php?option=com_content&view=article&id=48:2012-parents-and-grandparents-immigration-projected-inventory-by-visa-offices&catid=4:processiontimes&Itemid=7For example, Sydney Visa office had 39 non-processed applicants that received by Dec. 31, 2011, which will be processed in the year of 2012. The quota of 2012 for Sydney is 10, which means the processing time at this visa office will take 4 years. On the other hand, Vienna office had 39 non-processed applicants that received by Dec. 31, 2011, excluding Teri's file which was received in May 2012. Vienna Visa Office will approve 70 parents' sponsorship applications in 2012. Teri's file is one of the 70 target#. The processing time depends on several factors: - #cases in backlog prior to 2012 - Target/Quota for 2012 - Manpower of CIC officers at each visa office - Unsatisfactory medical results vs. good medical results - Extended period for enhanced security check for certain sensitive jobs (bank, government, military, etc)

No backlog in Ottawa. The bottom line for files finalized in CPP-O is Dec 31, 2012 in order to meet the target of 2012

I can't remember who posted in this forum in May. His/her parents (files in Ottawa) received an e-mail from CPP-Ottawa to verify the parents are currently in Canada or back home? Any news or updates for your case?
I think CPP-O may request passport soon. They would like to know if the visa is needed (Outside Canada).
It was my case. After that email my parents replied that they were back home and not in Canada. Within a week after the reply, my dad had a request for RCMP Fingerprinting. There was no request for my mom but still my parents sent fingerprinting for both. This week I received GCMS/CAIPS notes, I feel selfish for ordering them as our case was moving pretty smoothly. I am sure ordering these notes affects processing of the cases..I hope I would never order these notes again. anyways noticed on the notes that there were no concerns and officer is just waiting for my dad's fingerprinting results. On the notes it also shows that officer requested for fingerprinting in May but the request came to us in June. I am sure once this step is done then file will be transferred to the home country for visa. I hope this helps! Thanks

True CIC never will say but they are doing it. unfair !!! not transparent enough !!! Few months variation case to case is reasonable but what is the reason for years of difference in sametime applicant? CIC intetional policy is delaying some case longer. Like 2007 applicant of some LVO gets visa long after 2008 applicant.politics is one of the factor which defines which visa office will get how much quota.unfortunetly !!! We are not treated equally!!!

Ordering GCMS notes does not affect processing times. These requests are processed by Ottawa office and the physical file is not touched. However, if one requests for notes from physical file, then the processing is affected as the physical file has to be taken away from the queue, sent to Ottawa, process the info request and then send back to processing center. I had ordered GCMS notes online and the very next day the report was generated (however, it was actually sent to me after a month).

Did they email those notes to you or mailed a CD? I am curious why they generate them so quickly but then it takes so long to send them. Almost like they are intentionally holding them up for a while (or maybe someone reviews them before sending).

ATIP officers have to review all requested info before sending it to the applicants. Some info not suppose to release will be blackout. ATIP Office is a small office in Ottawa, only two officers work there. The deadline for this request is 30 days.

They emailed a pdf version of the file. ATIP officers have to review all requested info before sending it to the applicants. Some info not suppose to release will be blackout. ATIP Office is a small office in Ottawa, only two officers work there. The deadline for this request is 30 days.
ya. That could be the reason for the time it takes.

Hi frnds i want to ask they requested 3 things.1 sponser agreement sign by mother.2 april2007 to april2008 t1,t4,t5.3 option -c for 2007-08.now i want to confirm do we need to send pay -stubs they did not mention in an letter.
Hi, for me they asked the same things.....and by sending pay stubs will not harm in any way ( I had sent it)....if they will not need it they will send it back. Have they given you email id where you can send all the requested docs? if they have given email id, scan the docs and send it ( I had been given email id by case officer and was told to scan and send it)
