Parent sponsorships- Processing in order in which they received at CPC-M

Hello everyone,
I was wondering about the new documents requirements and wording in the letter to sponsor.
It states " Complete applications will be processed in the order in which they are received at the case processing centre-mississauga.

My question is whether there will be new processing queue or will they take the older sequence number while processing: for example, if someone submitted his/her parents application in Dec 2007, and resubmitted the docs again in Jan 2012. and someone else who applied in Aug 2008 and mailed the new docs before the person who applied in 2007, will he/she be gain any priority in the queue while processing the case?

One of my friend called the CIC call centre, but as we all know they always have the text book answers, and they told her that there will not be any new queue/sequence.

ack. received june, 2008
additional docs letter received nov, 2011
submitted additional docs dec, 2011 (reached cpc-m on 22nd)

when can I expect to receive any notification/acknowledgement again.
Did anyone receive any notification/acknowledgement after submission.
