Usman
Thats good news, it means they are working on applications received in Jan 2010. I have sent application to islamabad on 5th Jan, 2nd AOR, I did not receive but I sent a case specific enquiry asnd got reply in one hour, they gave me new file number and informed that they have sent 2nd AOR on 20th jan, but i didnt get that.
did your employer get verification call? ??what do you think, shall i also send "case specific inquiry" to get new file number or 2nd AOR or wait for some more time.......

Hi ASF,
I recall you brought the subject to forum notice, and you are right in asserting, "Its not the case that applications without IELTS will be rejected straightway, but the actual issue is , that the applicant wont be given a chance to take IELTS, if his written explanation does not satisfy the visa officer. His final language evaluation will be made as per his written explanation".
To elaborate and consolidate your point of view, I have cut-&-pasted two paras from the subject News release;
1. “We expect that applicants will have the language skills they claim on their application. Now, applicants in these categories will have only one opportunity to prove their language ability,” said Minister Kenney. “They can still make a written submission to a visa officer if they wish, but only once.”
2. “We strongly encourage applicants whose first language isn't English or French to take a language test,” said Minister Kenney. “We don't want immigrants to be surprised if their written submission doesn't match their reported ability, and they don't get the desired assessment.” Rgds.
Applicants do not need to submit any proof of language proficiency (IELTS) to CIO NS at the time of initial submission even after April 10, 2010. The instruction in section 10.10 of OP 6 that visa officers will offer applicants a second chance to submit conclusive evidence of language proficiency will not apply to applications received on or after April 10, 2010. Before this, Visa Officers had the discretion to give a 2nd chance to the applicants, who do not provide IELTS or some other conclusive proof of language proficiency but rely on written submission, to submit IELTS or some other conclusive proof of language proficiency for the points claimed in English or French Language. Now after this amendment, if applicants rely on written submissions and do not submit IELTS, then Officers will not and cannot give them a 2nd chance to provide IELTS and will award the points on the basis of written submissions only. So Applicants need to submit IELTS but not at the time of submission to CIO, but to Visa Office with full application and supporting documents after approval from CIO. The time to determine whether Applicant will provide IELTS or will rely on written submissions is the time when Visa Office receives full application after approval from CIO. It is not the time when Applicants send application to CIO.

AOA ,
I am going to post my application to CIO - Sydney on 26th March and i am sure it will reach well before 10th April but what makes me confuse is if they dont update the status before 10th April then they may reject my application straight away ... as i am not sending my IELTS result at this stage.
Pls suggest, how many days does they take to update the status on received applications.
Thanks Asif Malik
I agree to you, i also decided to deposit my complete documents to CHC Islamabad, much before 10 April 2010, with my written explanation and not IELTS result, considering that my application will be CONSIDERED UNDER PRE 10 april rule as it will be received before 10 April. But then, i realized that, reception at visa office or CIO, does not mean the date we consider that our application has reached there, rather it is the date on which visa office or CIO issues the AOR. It is just my understanding. I request seniors specially Manj bhai to put both of us, wise please.

Absolutely correct and well explained. NOW, PLEASE REPLY TO MY LAST MESSAGE TOO . REAL THANKS

Hi All,
The Thing is, we can send application to CIO Sydney without IELTS and claim whatever points we think is right, and they will accept BUT, when people appear in IELTS afterwards they may get less marks and as a result points may reduce. Now they are encouraging to give IELTS prior to send application to CIO, so that applicant may calculate exact points.
This is my understanding, i maybe wrong.
cheers Ali

Another (heated ) discussion with my consultant today (for not getting my CAIPS notes in two months) lead to a separate interesting theory. He says that the difficulties faced by CHCs world over to manage timely disposition of applications were realized by Immigration Minister, who has thus recently issued policy changes regarding initial applications. Present practice is that the applications (without IELTS) are evaluated at CIO and hand over to corresponding CHC with a notice to applicant to submit full documents in 120 days. Now at this stage of 120 days, most applicants failed to submit their complete documents late till end mostly due to their inability to get required IELTS scores. Some submit their documents even without IELTS. This caused delay due to reminders and additional workload on receipt of results as some did not qualify after 1st attempt and tried again. This affects the other applicants who are already in queue with them. For this purpose, the applications received after April10, 2010 without IELTS with be rejected at the initial assessment. When this policy is implemented, the Canadians hope for fewer qualified applicants viz fewer rejections on basis of language ability, and comparatively less work load on all sections of immigration system. I could discuss with him at length about our country's result rate with other countries, but he has his law firm partner from Canada visiting Pakistan these days, and he attributes this theory to him! Manj Bhai, whats the outcome about CAIPS? Should I send some bhai log to Islamabad to take care of this consultant.
