I had very interesting sequel of efforts to make after I had submitted my first application to CIO, NS. I had claimed points for my wife's education too. It later turned out that my wife's Matric, F.A. and B.A degrees were missing for she did not remember anyone ever collecting them or presumed that these were collected and later lost. She had been moving with her family on her father's postings and had lost even the mental picture of her educational years.
I was told similar stories by Education boards of the time involved for issuance of duplicate certificates and the procedure to follow. With vague idea of her schools back in early '80s, I decide to track all her education record. I took just three days leave from work and traveled with family to three different cities deep inside Punjab. The schools had changed/grown to be at college level now, and the surroundings had changed. It is only Allah (SWT) who helps us, and I got both Matric and F.A certificates dugged out from 25 year old school records. The people were courteous to offer tea and snacks while I waited for them to find out my wife's certificates. About the B.A. degree, Punjab university informed that it would take 3-4 weeks to process, verify and issue a duplicate degree, but a young employee (I would call him an angel) did all this in two hours. (He did question as to what was there for him if he did the job for me same day and I had replied; "whatever you ask for"). When he brought the
original degree, all he asked for were prayers for him and did not even take a bit of "Mithayee" from us even on our insistence.
I normally myself keep all my record in a file, but owing to certain assignments, I had withdrawn certain certificates/Nikkah Nama etc some ten years ago and never placed them back. I found my Nikah Nama in a box which was lying in store with other junk and I was planning to discard the box with contents, which I had sorted earlier as 'discardables'.
My point is, that it is only Allah (SWT) who makes things easy for us if these were to be in our favour. Do not give up and try to get your wife's record yourself. I am sure Allah (SWT) will help you.

Thanks For the wellcome Hot-Lier, I was looking almost daily to this forum and really found very informative chats. This is very halpful for evryone.. Well my history is below:
First application to CIO, NS Canada through feddex = Received on 23rd March 2009
First AOR received= 24th April 2009 (Letter Date is 7th April 2009)
NOC Category = 0213
Application File Deadlilne = 30 July 2009 (120 Days)
Ielts = done with 6.5 Band (Just Got the Score)
I am preparing my file but i got a problem that i have calculated my wifes 3 points when applied but i am not finding the supporting documents of her, like her degrees etc. so i am 3 points short.
Infact i was not expecting the reply from CIC this urgent, i thought to go for french also along with the ielts, but now i dont have the time, anyhow, i have left everything to Allah, He has the power and He will guide me the way. So this is the reason i am ready to participate with you all guys to pray mutually for the benefits of all in the group. InshAllah we will all succeed. Ameen.
