Dear Babaji Sarkar Immigration Walayon & All Other members,
Please give your input how will this 2010 plan affects the processing of current applications. Some of us (inclusive of myself) are stuck at some stage of the processing. We exactly don't know what is holding back CHC-ISB for further processing these stuck cases. I would also like to mention that most of the cases which are stuck have not crossed the target deadline of 12 months. Its just that when we compare our timelines with our friends (M.R.S, Imran, Shanbaba, Rao) and with others from India, Singapore and London than we get frustrated (at least me).
Furthermore here are some quotes from the news release of CIC
“We've also brought the backlog of federal skilled worker applicants down from over 630,000 to 425,000—a reduction of more than 30%.” The backlog consists of people who applied before February 27, 2008, the date the Action Plan took effect.
Decision of 205,000 cases in such a short time is remarkable. I wonder how many of these are successful.Since then, almost 240,000 people have applied to the new federal skilled worker program under the Action Plan. But even with those additional applicants, the total number of people currently awaiting a decision on their application is still 12% lower than when the Action Plan took effect.
12% lower than when the action plan took place means 554,400(old+new) applicants still waiting for a decision.

http://www.cic.gc.ca/english/department/media/backgrounders/2009/2009-10-30.aspOne more interesting reading is at
http://www.cic.gc.ca/english/resources/publications/annual-report2009/section2.aspNearly six months after the publication of Ministerial Instructions and the Action Plan for Faster Immigration, early results indicate that key objectives are being met.
* As of June 2009, the number of people in the backlog of federal skilled workers—those who submitted applications prior to February 28, 2008—had been reduced by 29%; while the total federal skilled worker inventory—those received both before and after February 28, 2008—had been reduced by 5%. The Department now has the legislative authority to limit the intake of new applications should the risk of new backlogs emerge.
* While the Department continues to issue visas for applications in the federal skilled worker stream received prior to February 28, 2008, a growing number of federal skilled worker applications meeting labour market needs identified in the Instructions are being processed as well. As of June 30, 2009, over 2,800 visas were issued for applications received after February 27, 2008.
* Centralization of the intake of federal skilled worker applications has resulted in clients getting an initial indication of the status of their application more quickly and has increased efficiency in data collection and fee handling. Work continues toward meeting the goal of processing new federal skilled worker applications in six to twelve months.
Please pay attention to red paragraph. Does this mean that only 2800 VISAS issued for applicants after February 27,2008.
