First you need to understand that Canada has not apparently stopped immigration from Pakistan ,but yes as the number of people getting visas from Pakistan are reduced due to many reasons such as few number of eligible professions,high number of applicants ,limited quota for ISD office etc etc.
Actually rules for CA immigration have been changed in the past few years and now yearly quota of 10,000 visas is issued for only 29 professions with 500 visas limited for every profession.This quota starts from 1st July and ends by 3oth june of next year.In order to be eligible for applying your NOC should be one of the 29 eligible NOC codes list.Important thing is that not your job title but only your job duties/responsibilities should be matching with the NOC code under which you want to apply .In order to find your matching NOC code please visit CIC website .
The quota for year 2011-12 has been reached and (may be) new NOC codes and quota will start from July 1st 2012 so wait atleast till July 1st.But as number of visas for every NOC code have been limited and lots of applicants are waiting to apply so quota for many NOC codes is reached usually in very short time. So in the mean time you do some research in that case at this forum ,especially read posts by QORAX .Another advice for you dont go to any concultant at all, its just a wastage of time and money .The process is very easy and simple and if you qualify you can do it very conveniently.I have read experiences of many applicants whose cases were either never filed or got rejected due to crooked consultants especially from Pakistan.

P.S. Another option is to apply through Arranged Employment Scheme ,which is exempted from quota ,in that case you need to have a full time job offer from a Canadian company (which is obviously hard to get but not impossible if you have any contact in Canada)

I wasn't able to find the specific "29 Elligible NOC Code List" (though searched alot in the search tab) what you mentioned in your reply but as per my current job responsibilities of technical management/analyst in the field of telecommunications (specifically satellite communication)
The N.O.C code 013 Managers in communication (except broadcasting) matches with my job
or specifically 0131 Telecommunication carriers managers (This unit group includes managers who plan, organize, direct, control and evaluate the operations of a telecommunications establishment, department or facility. They are employed by wired, wireless,
satellite and other telecommunications carriers.) [satellite and wireless communication is mentioned clearly

also Several of the mentioned titles under this N.O.C category matches with my current designation , so i guess i've come across the right thing
I have to secure at least three years of experience to meet the "points criteria" and initiating the first ever step which is going to happen at February 2013 inshaAllah [Education+ job experience + ielts + age], therefore i'll be applying for immigration just February 2013 most probably

I am pursuing MBA in parallel with my job , it will be completed on December 2013 inshaAllah, In case if I apply at feb or march 2013, would i be able to mention about my MBA degree (on going) or i can only mention it after finishing..
