I think our friend is lying, firstly he being a textile worker has been accepted as mechanical supervisor, secondly how can his back ground check be completed immediately after getting In Process (in such short span of time) and without getting RBVO . People like Ammar Tahir who had applied in the same NOC in sep 10 are still waiting to get In Process. I had applied in the same NOC in Nov 10 and I am In Process since July 11and got a request for additional documents but still not got my MR. Moreover you said your friend had not even send birth certificates, how can London VO accept that and not ask for birth certificates even now.
he might be right coz i got my MR after 3 months of PER, and i am a dentist

salmanahm

Their is no such requirment that your education matches with your job read OP6

not take into account whether the applicant meets the “Employment requirements” description
set forth in the NOC for the occupation(s) listed (R80(3));

I have done a master degree in computer science from uk and now working as electromechical supervisor in saudi arabia it all that your JDs matches the NOC your are applying.

NOC 7216 is a  non regulated job in canada
Non-Regulated Occupation: If your occupation is non-regulated, employers will be interested in learning about your education and work experience. This information can be summarized in a resume. Employers may be interested in the Canadian equivalency to your international educational credentials. For a fee, a provincial credential assessment agency can assess your credentials. Contact information for the relevant credential assessment agency can be found below (if applicable).

Its probably rejection or they have asked for further proof of job description.
I am a textile graduate and no textile graduate in Pakistan can fulfil the employment requirements for 7216.
JD may match in certain cases but unfortunately employment requirement is impossible because there is no regulatory body which gives trade certification or verifies the experience in skills trades.

Employment requirements
Completion of secondary school is usually required.
Several years of experience as a qualified tradesperson in a relevant trade are usually required.
Journeyman/woman trade certification in a relevant trade is required.

Thanks for update.
I will read the OP7 again and see whether someone with matching JD is eligible for 7216 or not.

PER = Positive Eligibility Review (there are 2 PER in FSW, one is done at CIO-S and second is done at CHC)

I don't think that it may be a problem.
Problems are Hepatitis, AIDS, Syphillis etc. which may be threat to Canadian community.
T.B. can be cured and you will remain under the surveillance in Canada until fully cured.
These are my personal opinions and some, i heard from seniors.
