I have got a job offer to work in a big store as a worker relating to my field of studies. I have a one year experience of the same job in my home country Pakistan. I am currently here in Ontario on study permit in a private institute and came here about 2 months ago.

I need suggestion from immigrants had similar way of application about 2 things :

1. I heard from one of the Canadian Immigration representative (the other saying opposite) on Telephone that I can only file my application back in Pakistan for the PR 'Federal Skilled Worker' category since I am in Canada for less than a year. It takes 26 months average in Pakistan and here in Canada 3 months of processing time.
You can only file application from Pakistan NOT Canada until you complete one year.
Immigration Office requested for the processing  of your application

Indicate the name of the Immigration Office which serves:

your country of nationality, or
the country in which you are residing, provided that you have been lawfully admitted to that country for at least one year.
Note: If you are applying as a Federal Skilled Worker or as a Federal Investor, do not select the CIO as the immigration office requested to process your application. Although you will submit your application to the CIO, you must indicate the name of appropriate visa office using the criteria above.

2. My college is not going to be a hindrance in a way that I have yet to pay the next session's fee for 6 months. I got the study permit after paying half fee for one session advance instead of a full year fee in total.

CIC is working closely to manage arrivals in Canada, so that we meet, but do not exceed the immigration plan set by Parliament last fall for 2011.  Since we have larger inventories of applications than limits within the immigration plan for admissions to Canada, we must process applications according to the priorities set by Parliament.  As we have a sufficient number of applications in our high priority categories, we are not in a position to process your application at this time, nor can we predict when processing on your application will resume.

With no kids and you being the primary applicant, your husband will be the only dependent in your application, whether he is accompanying you to Canada or not.

Do not make the mistake of leaving his details out of the application form.

Who says 'dependent is one who is below 18 years of age'? Had your husband been the primary applicant, you would've been his dependent. Its the same thing - other way around.

However, apart from logic, once you start filling the section for dependents, Q 10 is 'Relationship to Principal Applicant'. In the drop down menu, you will find the options for 'Spouse' and 'Common Law Partner'.
