My status also turned to Decision Made 2 weeks ago. I sent a case specific inquiry and got a reply after 2 days. I'm pasting the reply here for your reference.

We regret that Ecas is experiencing technical difficulties and some files may incorrectly show that a decision is made on a filew hen in fact the application is still in process. The IT department at CIC in Ottawa is aware of the problem.
We apologise for any confusion this may have caused.

Mine was recieved on 8th nov-10.. no AOR as yet... hope all nov-dec applicants will get AORs by the end of march...Good luck No not yet. My application reached CHC London on 15th Dec 2010

your new file number should be generated based on file creation. system assigns a number to each file being created. they just did nt mention it in their email. dont send another email...wait for the AOR letter. hey guys, thax alot for ur concerns.... today I received this reply from london visa office
