I was so frustrated thats why, thanks for your phonic support yesterday. i am still wondering why the hell i did not get my AOR even the first getting delayed...thanks again Gosho.

First of all check from your bank either you draft got en-cashed or not yet.  
The best you can do is this as 90 days have gone. You should email to CHC London through case specific enquiry. Explain the situation to them. Request humbly to send AOR by email. Do not write any letter or email to CIO, because they will not reply. This has happenend with me, I did the same and got AOR through email from CHC London.

How is it possible the issuer (your bank) even don't know whether transaction has been made or not !!!

I myself asked the Soneri bank (who issued my D.D.) and they replied within hour.

Check your bank again & try to put your concerns to branch manager

First of all please accept my heartiests congragulation on receiving 2nd AOR. Did you receive it through Pakistan Postal Services or through some corier as my status also changed some three weeks back but sofar i have not recieve 2nd AOR yet.

I have few things to inquire about processing time. Kindly help me .

I applied on August 18 , 2009 to Central intake office, Canada for federal immigrant class

NOC : 4121. (university professor)

Got reply on 18 Oct 2009

Send documents to Islamabad office on 11 Feb 2010 and received reply on 28 Feb 2010

After that no correspondence is made by islamabad office

few days back , I inquired them about the present position of the case and I got following reply.

However, the information below may be useful to you:

I am not clear why islamabad office has sent this letter to me as my case is of 11 Feb 2010 and not of 1 April 2010 as mentioned in the letter.

I'll be grateful if some member can guide me what to do. I have clearly mentioned the file number on my email. Still I think they have send me a general purpose reply.

                 is there someone on this forum whose Bachelors / Masters degrees were verified by the CHC or VO. If so, it was done through telephone of by some other means.

No this letter relates to you! visa office of pakistani applicants is now London. new applications are being sent to London and almost all old applications of 2004 to 2010 have also been sent to london that were submitted to islamabad. except few that are close to completion.
