EXCELLENT SUGGESTION FOR THOSE WHO GOT REFUSAL MAY ALLAH HELP THOSE, WHO HELP OTHERS REGARDS, It's been hell of a last 6-8 weeks for me. First refusal then case re-opening and yesterday I got all the original papers back and have been asked to pay RPRF fee alongwith some additional new forms, updated police certificates and children photographs.
They have returned back all the original degrees/mark sheets/Nikkah nama/ job related papers/ payslips/ birth certificates (me & spouse). But they have kept IELTS card, bank statement and children's birth certificates. I guess they will return children's birth certificates in the next due correspondence once they received latest pictures of both children.
My message to specially those who are recently getting refusal/ decision made status, DO NOT GIVEUP. Please persue and send review request properly and INSHAALAH you will get good news very soon. Regards,

I am writing details of my wife case hope that it will help to find solution.
She applied in federal skill worker programme NOC 4131 to Centralized Intake Office (CIO) in Sydney, Nova Scotia, Canada. July got approval and sent complete application in October 2009 to Islamabad. In December 2009 she got second AOR number. File was transferred to London office in June 2010.
We updated them as we have got two kids.
My wife points calculation when she applied
Education
22 points(she has got B.Sc , B,Ed and PGD all mark sheets and degree certificates had been sent include metric and intermediate)
Work experience
21 points(she was working in college from may 2005 to sep 2009 , detailed experience letter and 12 month pay slips had been sent)
English language
10 points (speaking 4 reading 2 listening 2 writing 2 original IELTS certificate had been sent)
Age
10 points
Adaptability
5 points (I am M.Sc and MBA all educational mark sheets and degree certificates and marriage certificate had been sent)
Now they refuse on basis of experience
Thank you for your application for permanent residence in Canada as a Federal Skilled Worker. I have now completed the assessment of your application and have determined that you are not eligible for processing in this category for the reason(s) noted below.
The Minister of Citizenship and Immigration issued instructions which were published in the Canada Gazette on November 28, 2008. These instructions specify that only applicants who have Arranged Employment Offers, who are legally residing in Canada and have been there for at least one year as Temporary Foreign Workers or International Students, or who have work experience in certain listed occupations are eligible to be processed in the Federal Skilled Worker class.
We have assessed your declared occupations against the list of occupations identified by the Minister of Citizenship and Immigration and published in the Canada Gazette on November 28, 2008. Your occupation(s) do(es) not correspond to any of the eligible occupations.
You have indicated that you have work experience in (an) occupation(s) with the following NOC (National Occupational Classification) code(s): NOC 4131 - College and other vocational instructor.
Although the NOC code(s) correspond(s) to the occupations specified in the Instructions, the main duties that you listed do not indicate that you performed the actions described in the lead statement for the occupation, as set out in the occupational descriptions of the NOC or that you performed all of the essential duties and a substantial number of the main duties, as set out in the occupational descriptions of the NOC. I am therefore not satisfied that you are a NOC 4131 - College and other vocational instructor.
You have indicated that you have work experience in (an) occupation(s) with the following NOC code(s): NOC 4131 - College and other vocational instructor. Although the NOC code(s) correspond(s) to the occupations specified in the Instructions, you do not have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in the occupation(s) in the last ten years.
Since you did not provide satisfactory evidence that you have an Arranged Employment Offer, are a Temporary Foreign Worker or an International Student or have work experience in any of the listed occupations, you do not meet the requirements of the Ministerial Instructions and your application is not eligible for processing.
Waiting for reply
Thanks and regards

Dear Khalique Please note that whether your wife accompany you to canada or not, you have to pay all types of fees of her and she also have to undergo medical and last but not least, you still have to show Proof of settlement funds including herself. Further it will be very risky not to include herself right now, because in that case she had to qualify in individual capacity whenever you will apply for herself in future. Therefore, i will suggest you to include herself. Howevere this is your personal desicion. Regards Azhar Dear Cocknbull

You didnt get MR in this packet??
No MR request. I talked to some experienced guy about this and he told me that MR was not sent because they fix pictures of all the applicants. When I applied my daughter was approx 6 months old and now she is almost 3 years whereas my son is 6.5 years old now. According to him, children's appearance changes a lot in the early years so for this purpose, they have only asked for the latest pictures of both children. This logic makes sense, coz when I look at the pictures of kids that I send in Oct, 2009 they have grown and look a bit different now. Once they received new photographs, they will fix new pictures on MR forms and then they will send it to me.

Dear all The following information may be interesting and helpful for those persons who have received RPRF request but have not received MR. Following is the extract I am copying from FAQs Page of Canadian High Commission Turkey's website: (link also given) Fee / RPRF / Refund
When do I have to pay the Right of Permanent Residence fee? The Right of Permanent Residence fee can be paid at the same time as the processing fee when you submit your application or at any time during the processing of your application. Once the processing of your application has been completed, we will ask you to pay the Right of Permanent Residence fee if you have not already done so. Your visa will be issued only when you have paid the Right of Permanent Residence fee.link is http://www.canadainternational.gc.ca/turkey-turquie/visas/faq.aspx?lang=eng&view=dFrom the above sentence in italic bold, it is evident that RPRF fee is requested once the case is approved. And as explained by Countryboy, the reason of no MR might be the need of fresh photographs of child. It means only those applicants who have minor child in there family are asked for RPRF plus fresh photographs of child with no MR. What you people say? Azhar
