Yeah it must be local CHC to verify. Besides experience verification they have to verify qualification, Background & Security Checks. CHC London can't do all these things alone without the help of local CHC. E-cas error every now and then happens with applicants. But as far your case concerns I think it would not be an error.

I am a quebec selected applicant. And i sent my complete documents to CHC Islamabad in July 2009. my e-cas is in-process. And for quebec selected applicants the e-cas shows in-process from the day you send file to federal.

As i understand, vo calculates points before changing status to inprocess and i know people who got verification calls while status was RBVO,
it means that they turn to inprocess when they are satisfied.
