As we know mostly first part of the B/G checks concern to checking of the documents that were submitted by the applicant....I have recived my documents with the statemnet made by the VO that my B/G checks remain outstanding but take little time to complet.....poniting indirectly to the 2nd part of the B/G checks i-e Secuirty checks....

Dear,
In a glance your assumption seems to be correct.

&  I do assume that they are doing security checks before MR , only for Pakistani Citizens.

However as per the following post from MR QORAX , second part of the B/G checks (i-e Secuirty ) starts after Medical

Background & Security Checks

Note: Our Background Check comprises of 2 parts:
1. The Standard Documentation Checks,
2. The Security & Criminality Checks.

Standard Documentation Checks:
Our background check is done at the CHC stage. It commences the moment our file gets the 1st BFD by the VO. An indicator of which is the e-CAS that shows "In Progress". All docs been checked & our NOC being tallied against the MI, if the VO finds our case 'eligible' for Canadian PR, the file becomes 'Accepted'; and then it goes for standard background checks, viz. Exp, Quals, Adaptability, Qualitative Considerations etc.

The process involves many things. If our case file is well presented and the enclosures vouch the quality-quantity, adequate POF docs etc., there might not be a requirement of 'actually' calling the employers, references etc. The VOs have a way with that, they are experienced enough to ascertain the logical disposition of our case. But, if there are any concerns of his/her, s/he is likely to ask for additional docs, do further scrutiny vide any means [calling, visiting etc.] & might ask for an Interview.

-Culmination: When 'fully' satisfied, we get the 'Medical Request'.
-Timeframe: Can be anything around 3-8* months, for the 'fast track' system (Avg. 4-5 months).
-eCAS: Continues to Show 'In Process'.
*The older system has a queue, thus can be longer.

Security & Criminality Checks:
A part of the b/ground checks is the 'Security Check'. It commences after our med results are submitted to the CHC. This is a major activity -mainly concerning our 'safe inclusion' into the Canadian Soil; vis-a-vis, Political, Socio-Econmical, Anti-Social disposition, perceived Threat to Canada's integrity etc. This gets us the SDEC, CDEC & SECCRIM.

This is a serious & time-consuming stage, involving many agencies, including CSIS, Interpol, NASC, Database Checking & touch-base with Local Police. Many things are considered here... the No. of countries visited, Applicant coming from 'certain' countries, ex-Servicemen [including Law Enforcement services], Prolonged stay in a country w/out sufficient docs to prove cause, frequent traveling to certain nations, your *Name (?), Inter-Religion/Nationality Marriages etc.

If everything is simple & straight, the file soon gets into the 'final review' stage. If there are any 'red flags', our case goes into a 'spin'. Then our file might go to the local Police/CID agencies; the outcome/timeframe of which is beyond the control of CIC. And thereby the timeframe can be anything [sometimes beyond 1yr]. But, usually this stage should be over by 5 months max. However, a point to be noted is that we can also be called for an Interview [at this stage], due to this reason.

-Culmination: Only upon security clearance we receive the PPR.
-Timeframe: Around 2-6 months. Avg. 3 months. [With new system, sometimes PPR is clubbed with Meds]
-eCAS: Still 'In Process', but 'Med Results Recd.' inside.

*Yes, that's how a certain Mr. Sharukh Khan was detained for 4.5 hrs in an US port. He was a VIP, thus 4.5 hrs. For u & me -things could be different.
...
The Process in a Nutshell:

Stage-1: [CIO stage] Send Initial Apps+Processing Fees to CIO-NS > Qualitative Check > Issue of AOR+120 days Letter >

Stage-2: [CHC stage onwards] Send Full Docs+RPRF to the Local Visa Office > File on Queue > e-Cas: "Received by Visa Office" > Eligibility Check+PSDEC > Issue of 2nd AOR > Background Check > Issue of Additional docs Request [if any] > 1st BF'D > e-Cas: "In Process" > Send Addnl. Docs > Issue of Med Request > 2nd BF'D >

Stage-3: Meds Sent > e-Cas: "Medical Results Recd." > Issue of PPR* > Send Passport/s > Security Check > Visa/s Stamped > e-Cas: "Decision Made" >
*The Meds & PPR are sometimes 'clubbed' together.

Stage-4: Return of 'Stamped' Passport/s+COPR > Landing at the POE > e-Cas: "Completed".

One Question for all members
When Processing starts VO requires updates
Question is about experience certificate
The experience certificate must for the last 10 years it must be 4 years
I have quit my job in 2008 whenever they start processing they want 4 year experience
If they start processing after April 2014 my experience will be 3 years
Do you think they will accept this kind of experience?
Please do comment
thanks

Dear address appearance & disappearance has nothing to do with case update just like "In-Process" status with RBVO details doesn't mean file is In-Process.

Bro... i dono why u r denying this. But there are atleast a couple of dozen ppl who has seen it themselves that whenever Address Disappears, there is some movement on the case.

In my case, on each step uptill now, Wenever address disappeared i advanced to another step.

The rest difference of opinions is not challenged at all.

Dear address appearance & disappearance has nothing to do with case update just like "In-Process" status with RBVO details doesn't mean file is In-Process.

Here are some examples that people are getting medical even there status still IN PROCESS with same RBVO details OR rbvo.

Hey guys!
I have news for u. Today I found that my status changed to In Process. There is no date of processing with VOR details. But otherwise I think that this is a good news!
I sure all of u will got good news very soon!

Guys today I got my medicals forms!!!
Wish u all the same!

God knows. Current Ecas is in process with RBVO. They send us email back in May saying they want to send medical but needs some updated information. After we sent it immediatly they have now come up with medical after 6 months.
In between address disappear for almost 4-5 times.

Dear All

I  sent VO information regarding phone number change, but yesterday i have received an reply email from this  id re-delhi.im-notices-avis    @    international.gc.ca

and there are seven attachments to this mail which includes information for medicals, on the other hand e-cas shows RBVO
I have submitted file in 27may 2011.

I am confused everything is ok,please suggest me .
Thanking You all

Dear All, It's my pleasure to inform you that I got Medical Request, but my e-case status still RBVO........ I have only 53 days to submit Medical and 490 $. I don't get, PCC and PNWS request. only medical and  landing fees. this is for your information, please pray for me.

Regards

NGE!

Dear Bengaluru Friends,
This is to inform you all that Today I received my medicals request along with pcc, proof of funds, RPRF. My Status in the ecase still shows RBVO!!! I'm surprised!!! I was not prepared for this surprise!!! I thought first my ecase will show InPRocess and then will get Medical Request etc..They have given me 1-month's time to submit all these. It's good news for all those whose ecase still shows RBVO for a long time..THey can expect any time Medicals without even going to INProcess stage..

Agreed with MBKP.

I have also observed that address disappearance usually means that the file is being reviewed by VO. It may vary from case to case.

hello guys, i wonder how much to wait more. its been 16 months that i received my 2nd AOR. Still no update from CHC London. My e-status keeps telling "In Process" with "RBVO " details inside. i'm really worried. what should we do. a couple of days back i sent inquiry and they (CHC London) sent me the standard reply which they send to everyone.
