oversaty in bangladesh

hi I m michael and I hv an indian citizenship but last year I stuck in a problem while I had visted in bangladesh due to 3 days overstay but tht time somehow i gave some mony in border and they gave 3 days oversaty stump in my passport and I came backto india but now I m planing to visit canada so can I apply for canadian visa ?  and if not then wht is the procidger to apply?

2.  Here are the instructions from N.Delhi web site.  http://geo.international.gc.ca/asia/new-delhi/site/visitingcanada-en.aspx  Note you apply through VFS in the closest city.
