outside app for us spouse - can he come and go from us to cda as he pleases?

Hello,

I'm Cdn and my spouse is a US citizen.  We're trying to decide whether to sponsor him from inside CDA or from the US.  I live in Toronto and he's willing to move to Buffalo so he can come and be with me on weekends.  This way he can work in the US while waiting for CDN PR.  The deciding factor is whether he will be free to visit me on weekends.  Does anyone know the answer to this? Would he encounter any issues at the border? 

Thanks so much for your help.  I've sent emails to CIC and it's been weeks with no reply. sigh...
