If I apply outland do I have to leave Canada until the first stage approval is done or both?  Inland I can stay but I can't travel until app is complete.  Is this correct?  I have a valid work permit until July.

No, you do not have to leave Canada if you apply outland.  You may be required to attend an interview at your selected visa office, and are not guaranteed re-entry if that is the case, though.  But an interview is only a possibility, it may be waived.

From which visa office would you apply if you did the outland process?
