Ottawa ESL classes with Visitor visa; waiting PR

My wife's PR application is being processed (applied in Canada).  It was received May 2011. We haven't gotten an Approval in Principle letter or anything. I am a Canadian citizen. She has an extended Visitor visa (originally for 6 months, then renewed for a year in June).

We recently moved to central Ottawa.  Is there anywhere she can study English for free or cheap without PR? We can't really afford anything private schools.  When we previously looked into this in Nova Scotia we were told you needed PR to go to LINC classes. I was thinking of trying to talk to someone at CIC again, but wanted to ask here as well.

LINC is normally after you have PR.

This might be worth looking into (there would be a fee, but much less expensive than private ESL schools).

Non-residents and international students are also welcome and will be charged a fee
