Original docs - how to get back !

Which is the way one can get his original docs back from VO. Who is to be asked or held responsible once the docs get lost at CIO or VO. Would it be wise putting your original docs at risk by just semding to CIO or VO without being getting assured by CIO or VO that we will get them back safely.
Secondly, i ahve read in the VO check list at one place that "applicants from pakistan" need to submit their original birth certificates and marriage certificates. Does it mean that pakistanis applying from pakistan or also applies to pakistanis living abroad and applying from the country they are residing.

The original documents submitted to visa offices are usually returned to the applicant together with his passport when submitted for visa stamping. They will take care of the documents.

According to my understanding you have to follow the instructions of your regional check list.
