Options for chefs under experience class - urgent

One of my friends is workin as a chef in toronto on a work permit for the last  3 years.
and has filed taxes as well
What are his options to apply to PR under experience class. He does not have formal education but can provide experince letter as check for 10 years.

Does he have to take the IELTS ?
Does he apply to apply for LMO if he wants AEO ?

We tried the self evaluation test for FSW and he came up only with 57 points.
But he has been on a work permit for the last 3 years.


Seniors please advise .
