I am from another country and I have a degree from the US and live here for 10 years. Is there anything else I can do to prove that I am proficient in English without taking the IELTS?

Some people have tried using university papers and other papers to prove their English but they might ask you for IELTS anyway.  At least one guy on here said that he was not believed and had to do IELTS.  I don't remember anybody saying that they did papers and did not have to do IELTS but of course if English is your first language, you don't have to do it.
