I am sponsoring my 3-yr old daughter to come to Canada. I've been here since Sep. 2011 and on the same month I was also able to find a job. Since one of the requirements is the Option C Printout of my Notice of Assessment, I immediately filed my income tax return for 2011. I mailed my tax return to CRA Centre Jan. 28, 2012. I called the CRA Service Office today, Feb. 2, 2012 to inquire about the Option C Printout. The agent said they don't have my tax return yet, which is understandable because I just mailed it. Though the agent said it takes only around 5 business days to receive the Option C Printout, to my surprise, I was told to call back after 5-10 weeks. I understand that it's tax filing period, but is there any other way that my request be expedited? Thanks guys.

You don't need option C print to sponsor your spouse or dependent child. Write an explanation letter why you are not able to provide the option C print. You will be fine. I myself applied to sponsor my spouse and dependent child. I was approved wihout it.

I thought of the same thing because CIC itself has indicated that an explanation letter shall be provided in case of failure to provide Option C printout. However, my immigration consultant told me there's no other way but to wait for the option c printout.

You can indeed sponsor a dependant without an option C printout.  I was unable to provide one, but wrote clearly why I could not and we were approved.  When sposoring a spouse/common law partner/conjugal partner or dependant child, you do not have to show proof you can financially support them.  This is why they allow you to give good reason as to why you cannot provide the option C.  They may ask for it at a later date, as you've only just filed your tax, but they will write is this is the case.

Along with your letter of reason for not supplying one, still send proof of income (pay slips, bank deposits and such).

Because of your comment, I was encouraged to pressure my consultant to find means in expediting my case. Just today, my consultant emailed that she's gonna make an explanation letter. Anyway I have T4, copy of my income tax return, pay slips, etc. Thanks for the help.
