My wife just received an envelope from CIC London containing a card from me to her and all of our pictures BUT she told me that it looked as if someone had opened it.

We're curious now, what does CIC London send back to approved applicants besides our photos and cards? We sent in pages of emails, texts and facebook messages but they weren't part of the package.

If someone could let us know so that we know whether or not to file a claim with Royal Mail would be appreciated.

I applied through Vienna and the items I got back were only those that can't be easily replaced. Original boarding passes, the photos I sent,... those kind of things. They kept everything that I sent copies of (copies of my phone bills for example) and anything I printed off the computer (chat logs, emails, skype call logs,...).  I think they only bother returning what can't be replaced, so I expect nothing is missing from the package you received.
