I am a bit confused about applying for a work permit and sponsorship/PR application inland...kicking ourselves for not applying outland as we are under the impression it is much faster then inland.

Canadian sponsoring my husband (US) and we have an inland application while he is visiting and are extending his visiting application.  When can he apply for an open work permit? 

Can he apply for an open work permit (no job offer) while his sponsorship/PR application is in process and actually be able to work?  Or does he have to wait until his PR application is approved and receive all the necessary documents from Immigration? 

Any information would be greatly appreciated.

Yes, he can apply if he receives Approval in Principle (AIP).  Usually takes about 5 to 6 months after you applied.  He can send an OWP application to Vegreville, AB, same place you sent the original application.  It's too bad you didn't know this at the outset because you could have included it with the application.  Now you have to wait for the AIP if they give it.
