Open Work Permit under PRRA

i have submitted a PRRA.
just counting down the days for the negative response so then its on to the Federal Court for a stay while i
a) i am applicant for joint custody of our daughters
 ( i already have been granted supervised access in court)
b) i am submitting a H & C PR application, to stay to be part of my daughters lives

while doing this, i am eligible for an OWP.  I went to St Clair St CIC (my laywer said they can issue them there) and Kitchener CIC (where my bail/file is)
When they tried to issue it, the system said i must apply through Vegreville.

Does this mean by snail mail ONLY, or can i apply on-line (much quicker).
