Hi, does a person with open work permit (spouse of international student) can apply for PR after a year working / staying in Canada? Thanks

Probably for Federal skilled worker under Category 3.  As far as I know, they would not qualify for anything else.

Thanks Leon for your reply but isn't temporary foreign worker who has been living legally in Canada is eligible to apply for permanent resident under skilled worker category? then must have at least one year full time paid work experience moreover, been able to get the minimum required points? I have read this info in the CIC website however I just want to get additional inputs from this forum.

 note: http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

Anybody on this forum who are applying on this category or has applied and been approved please share your inputs. Thanks.

Yes, like I said, under category 3.  Categories are explained on page 4 in the application guide, see http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf
