open work permit

I have some questions about the open work permit.  I graduated from eligible canadian university in 2006, now i'm working in Canada using work permit.  I just heard a good news about open work permit is now available for all international students which no longer restrict us to any jobs or industries.  Just wondering if the open work permit is applicable only for recent post-secondary graduates? or as long as I graduated from canadian university I am eligible for it??  Hope someone can answer my question here, Thanks in advance~
