Open work permit for Quebec

Hello,
I would like to have some help about this open work permit. Well, basically i want to obtain an open work permit for my wife with my valid study permit. Right now she is in Canada as a tourist, so i would like to chance that with the open permit, the only concern that i have is, if i need to get a CAQ (certificat d'acceptation Quebec) first? or this is not required?
