Open work permit application

hi to all,
     Please tell me if I can do this or not.... my friend told me that I can apply for OPEN WORK PERMIT NOW, since I can"t file my PR application because of some papers pending. I just applied for work permit extension last Nov. 1, 2011. if I can apply for open work permit now...what should I attach and what form to be fill-up? Please I need your help. Just like on Doctors.....more opinion or advice much better.... thank you so much in advance.
