Canadian Permanent Resident status requirements are not specific to Ontario.

I've done BBA-H nd now im interested to do 1yr diploma or certificate course in ontario...my question is after completing it am i eligible to get PR?

Finishing a BBA and diploma/certificate alone will not qualify you to apply for PR.
You would also need one year of skilled work experience to qualify to apply through Canadian Experience Class.
Alternatively, if you already have experience in the right occupation - you might qualify to apply through the federal skilled worker class.
