Online Payment for outside of Canada

Hello,

We are living in England, I am Canadian and my spouse who I am sponsoring is English. We are trying to pay the fees but have noticed if you are submitting your application outside of Canada you cannot pay online. Is this still the case if we are submitting to Mississauga for my sponsorship application to get approved, then it will be sent to the London, UK visa office for my spouses PR visa to be looked at.

On the CIC website it says:

If you live outside Canada, but submitted your application in Canada, online payment is recommended.

Does that mean we can make the payment online?

Any advice would be appreciated.
