Hello all,
  I am American and I was denied a Post Graduate study permit back in 2008, I applied for one even though I knew I didn't meet the criteria..just thought I'd give it a shot.
  Should I mention this to them? They never ask if I was ever denied a PERMIT, only if I was refused a VISA of any kind.... a permit and visa are two different things correct?

I would think it's the same thing...I could be wrong..either way it's better to declare it. They say alot of people are denined student visa but that will not nesssory affect the spousal application.

You should declare it definitely. I was refused TRV because I forgot to declare my FSW getting rejected.

TRV = temporary resident visa (visitors visa)
FSW = Federal skilled worker program (for immigration)

PR=Permanent resident - TFW=temporary foreign worker
FSW=federal skilled worker - QSW=Quebec skilled worker
AEO=arranged employment offer - LMO=labour market opinion
CEC=Canadian experience class - PNP=provincial nominee program
