Yes you can.. no one can stop you because you have a canadian visa. However, dont say anything to the immigration officer.... In many countries of my region people do that (because quebec process is faster) and that they know they cannot do anything.

Do you have a PR?

if you immigrate through quebec immigration , then you should work and live in quebec for atleast 2-3 years. Yes it's possible that you can move out and live in other province but don't forget, quebec immigration peoples keep an eye on you. You would get some problem for getting a citizenship. So don't take this as a  back door to enter Canada unless you want to live in Quebec.

If anybody has a link to where it says on the CIC website or Quebec immigration website that he must live in Quebec for 2 or 3 years or that he will have problems getting citizenship, please post it here.

As far as I know, you sign no document for Quebec skilled worker stating how long you will live in Quebec but you do sign something stating that you intend to settle there.  As we all know, intentions can change.  You should however intend to settle in Quebec at least at the time of application through the time of landing and you should either land in Quebec or with a transfer ticket taking you there.  Just in case Quebec immigration ever contacts you and accuses you of having lied about your intentions, you should stay in Quebec at least long enough to have made an attempt to settle there.  It would not look good for you if you stated that you intended to settle in Quebec at the time of landing but had showed up in Ontario a week later.  That would be misrepresentation and can cost you your PR if they catch you.
