On Study Work Permit - How to get spouse here?

Please help. My brother came to Canada as a student. Completed his studies and now working on post study work permit. He got married last year but could not get a TRV for his wife. Can't a person working in canada bring his spouse to Canada?

Please advise what to do?

The spouse still has to meet the criteria of a visitor, namely that they have sufficient ties to their home country that they will return once the visit is over.  If your brother's wife can't satisfy that criteria, then she would have been refused.
