OLD IMMIGRATION RULES ( seniors please advise )

My wifes sister and her husband are thinking of applying for Permanent Residence. Neither of their N.O.C codes are on the list of 38.
She is a Dental Assistant and he is cook but he has no qualification papers.
Can they apply for P.R. under the old system.

No, as the old system doesn't exist for applications after Feb/08
