A friend of mine is going through the Permanent Residency process in Canada  and has three charges on there file in the UK which are:
Obstructing a Police Officer
Driving Uninsured
Failing to report an accident

(all three offences were for the same incident)

They were given a Conditional Discharge for all three charges which were a result of a motoring accident.
This was over ten years ago and I would like to know if they need to apply for a rehabilitation order or because they received a Conditional Discharge if this regarded as a criminal offence and will this affect there application?
