Sorry to hear that. Here are answers for your questions
1 - There is no limit. You can even apply on the 2nd day of rejection.
2 - It depends in which university your brother is going. But for any Master degree program, he should have atlest 40,000$ (10,000$ for 1st year and all other for fee)
3 - They are right, it does not match with your brother's previous studies. You can consider it generic degree, if he has some professional experience. But as he does not have any experience, then you can only say, he is trying to change his field.
I will suggest go for any IT program. BUT BUT BUT BUT ..... BECAREFUL.. becoz they can say ( SAME COURSE IS AVAILABLE IN YOUR HOME COUNTRY )
4 - You can't do anything with it. I saw so many people who got rejected but their whole family and property was in their home country. While I also some people who got visa and their many bro. & sis were out of country. In my opinion this is generic rejection, they don't tell the exact reason. ( try to read between lines ).
ADVICE:
If you are going to apply again, make a very very good and clear + short answer for each rejection point.
