Oath ceremony time after test

I took my citizenship test on October 25, 2010 at Windsor, Ontario. I heard that normal Oath taking ceremony time is 4-6weeks after the test, but I yet to receive any invitation letter for the ceremony. Could this delay because of failure in test or some other problem? Or anyone have a idea how much is the normal time after test for oath ceremony in Windsor, on area?
