Notary and Photo query, urgent pls !!

Hello,

The notary near our place in Chennai, India does not have a rubber stamp to say

"I certify that this is a true copy of the original document" as required in EG7. He has a stamp to say "True Copy" would this suffice?

Also, six photos of each person is required. Is my understanding correct that one has to be pasted in the form and 5 go in a small cover ?

1- he can writ the certification , but he should had the official stamp of notary." true copy of original " stamp is not enough.
2- no photo needed to be stamped ,.
