My friend came to Canada 15 years ago and married a canadian. 
I don't know all the details of the exact re-entry into Canada but she did at one time have a VISA.
She has since had 2 children with her husband and has been living in Canada this entire time.  She does not have Permanent Residence status.  She has a social insurance number in canada as well as recieves regular child tax credits every month because she files Canadian Income tax.  What does she need to do to legaly reside in Canada?

apply for citizenship

If she has been living here and collects benefits she is indeed a resident with status

I don't believe that she has any landing documents --- only the expired VISA

If you are issued a visa you get a temp SIN that starts with a 9.
You are supposed to stop using it when your visa expires however there is no way of knowing really, hence people can go on using temp SINs for years.
