What I mean is that CIC, as well other governments in the world, has few ways to contact police, intelligence and court authorities in other countries for investigations about their citizens and residents:
1- through Interpol and Interpol local offices in each country
2- through ways of verification of that country official papers like PCC
3- through mutual agreements on specific manners. This's the difficult way to do personnel investigations
4- through international databases of intl terrorists, criminals...etc.

For your case, you need to provide that PCC so CIC can investigate your identity and history in KSA. now, whether you should provide or not, I don't know, but PMM said you should, while I've read some other threads which said that as long as you are not anymore resident, you can't get the PCC.

I'm not sure about your reasons that pushed you to act that way with your Saudi employer, but you better reconcile and fix the situation, if feasible, as you don't know the consequences in the future. Maybe a phone call will do the job if all is clean.

The issue is, if you do not submit one you will likely be refused PR.
Worse still would be attempting to hide the fact from CIC, - misrepresentation.

the proplem is that my sponsor is unfair if he know that i want go exit he will not send me direct but make me delayed may be for months and at that time i want go soonly coz i want marry in the fixed prepared time so i not tell him that i will go exit but i want vacation so he agree this all what happen

Usually Chc needs a PCC from any country where u stayed more than 6 months.
In ur case u went to ur homeland and never returned .So u could write a covering letter explaining that due to the ill-health of someone at home u could not  go back.
Next send across all the pages of the passports with entry / exit/ visa seals .
If a person is out of Saudi or has worked in the Kingdom years back it is difficult to obtain a PCC as Saudi issues Pcc to only current resident stationed there.
In my case i worked in Saudi a decade ago and I wrote a letter to CHC abt it and send across all my passport entry /exit , but i had cancelled and left that job. They never asked me a PCC from Saudi.

but if i told them about my case and accept that and not ask me for pcc this means they will not investigate my case in saudia during the 8 years i spent there

Emad,

There is not much we can do here. What I suggest is you let your friends in Suadi probe if your employer files a case against you in police, if not, then you should be ok.
