I am an international student in USA and will be starting my job soon. I got married to a Canadian citizen residing outside Canada for the last 17 years. Can I still get citizenship if I stay with my spouse outside canada. and what will be the process.

Your spouse have to sponsor you to come to Canada for immigration.  Read this website for more details:

No you can't. Your husband would have to reside with you in Canada once your papers were approved and he would have to prove he was moving back to Canada with you and cutting ties with the US.

First, your spouse has to sponsor you for permanent residence (PR) in Canada. As they have been living outside Canada for so long, in order to be eligible to sponsor you, they will have to show that they intend to return to reside in Canada when you are granted PR.

Second, in order to qualify for citizenship, a PR has to show they have physically resided in Canada for 3 out of the last 4 years.  Time spent with a Canadian spouse outside of Canada does not count towards the residency requirement for citizenship.
