I am currently sponsering my mother to lve with me here in canada. My dad is currently sponsering his two sons, they live with my mother. Mom and dad are no together.

Should I still include the two children as non accompanying dependants of my mother.

I think yes because the application is for your mother and the children aren't accompanying her.  Call CIC to verify information.

They will at least have to be listed on her application as non-accompanying dependents.

yes, I will go ahead and list them as non accompanying dependants, I guess when CIC request medicals from them I will send a letter with a copy of the PR cards to notify them that they are already canadian residents sponsered  previously by there father.
